Licensed asbestos removal is required for the most hazardous asbestos work, including sprayed asbestos, asbestos insulation (lagging), asbestos insulating board (AIB), and other materials where the risk of fibre release is high. Under CAR 2012, this work can only be carried out by a contractor licensed by the HSE, who must notify the HSE in advance using an ASB5 notification.
HFS provides independent oversight of licensed removal projects, reviewing contractor documentation, monitoring works, conducting UKAS-accredited air monitoring throughout, and issuing the Certificate of Reoccupation on successful four-stage clearance.
An ASB5 is the formal notification a licensed asbestos removal contractor must submit to the HSE at least 14 days before starting most licensed removal works. It records the site, materials, methods, and timeframes for the project.
Licensed removal deals with the highest-risk asbestos materials. Independent oversight ensures the contractor's methods, air monitoring, and clearance meet regulatory standards, and it provides the duty-holder with defensible, impartial documentation.
If a clearance fails, further remedial work is required from the contractor, followed by re-testing. HFS provides continuous air monitoring throughout the process and re-tests until the clearance indicator level is met, ensuring only a genuinely safe area is certified for reoccupation.
